The national system of social security is composed of a social insurance system and non-contributory schemes. The social insurance system includes a mandatory component and a voluntary component. There are big differences between public and private institutions. In Moscow and Saint-Petersburg, there are many “international” hospitals where expats can be welcomed in English and sometimes in French.
